Delivering MPECI Works On One Of Our Major Projects
Client Requirements
Our clients aim was to upgrade its Ethylene Dichloride (EDC) manufacturing facility. The existing plant needed to meet new regulatory directives, prompting a large-scale modernisation effort.
The project required full Mechanical, Piping, Electrical, Control, and Instrumentation (MPECI) works to be carried out within a live, high-hazard COMAH site. Maintaining safety and continuity of operations was essential.
The client sought a contractor capable of delivering complex, multi-disciplinary works while managing multiple vendors and adhering to a flexible, unit-rate commercial model. The project also demanded rigorous standards for health and safety, quality assurance, and complete documentation throughout.
Our Solution
BGEN Ltd was appointed as the Trade Contractor, delivering the full MPECI scope under a remeasurable contract valued at £25.6 million.
We developed and managed detailed Engineering Work Packs (EWPs) to define, price, and execute each section of the project. These packs provided the basis for progress tracking and commercial management.
Our team handled the installation of all new equipment, including reactors, scrubbers, heat exchangers, pumps, compressors, and electrical systems. We ensured alignment with the latest safety, commissioning, and quality standards at every stage.
We provided a single point of contact and a dedicated contract team to maintain control and consistency. Variations were managed through a pre-agreed Star Rate process, and all deliverables were supported by comprehensive test records, red-line markups, and final documentation.
Client Benefits
The client received a fully modernised and compliant EDC facility, delivered safely and efficiently within the operational constraints of the site.
The unit-rate commercial model provided the client with transparency and flexibility to adapt to changes in scope without compromising budget control.
Risk was minimised through performance bonding, retention provisions, and clear contractual limits. All work was completed with full traceability, allowing for a smooth transition into commissioning, validation, and long-term operations.
The project also provided a scalable framework for future enhancements, supporting the clients commitment to safe, sustainable chemical manufacturing.
